What DLD Is
The Dubai Land Department was established in 1960 and is the emirate's supreme authority on real estate. It operates directly under the Dubai government and has existed longer than any of the specialist bodies that now operate under or alongside it. Every piece of real property in Dubai — freehold apartment, leasehold unit, villa, commercial space, plot — is registered in the DLD's master land registry.
The DLD's scope covers:
- Property registration and title deeds — every ownership transfer, every new development registration, every title deed issued
- Mortgage registration — every charge placed against a property is recorded in the DLD's Bayan system
- Transaction data publication — DLD publishes all sale and mortgage transactions, which is why property comparables in Dubai are publicly verifiable
- Oqood — the DLD's interim registration system for off-plan properties (covered below)
- Service charge oversight — through the Mollak platform
- Map and cadastral records — the DLD maintains Dubai's official land map
DLD's Key Systems
Bayan: DLD's core property registration system. Every title deed, every ownership transfer, every mortgage charge is recorded in Bayan. It is the master ledger of Dubai real estate ownership. When you complete a property purchase at a DLD trustee office, the trustee office processes the transaction through Bayan and the new title deed is generated.
Oqood (Interim Registration for Off-Plan): Oqood is DLD's digital certificate that records a buyer's ownership rights over an off-plan property before the physical building exists or the title deed can be issued. When you pay the booking deposit and sign the SPA for an off-plan purchase, the developer registers your rights in the Oqood system within days. Your Oqood certificate is legal proof of your ownership claim over the unit under construction — it can be verified online, it protects you if the developer faces financial difficulty, and it converts automatically to a full title deed at handover. The Oqood registration fee is AED 3,000–4,000 and is paid by the buyer.
Mollak: DLD's centralized service charge management platform. Every residential development with shared amenities is registered on Mollak. Owners Associations submit annual service charge budgets through Mollak, RERA reviews and approves them, and all service charge collections are processed through regulated Mollak trust accounts. As a buyer or owner, you can verify a building's approved service charge rate on Mollak before purchasing — eliminating any ambiguity about ongoing costs.
Dubai REST App: DLD's official mobile application — the single most useful free tool available to any Dubai property buyer, investor, or tenant. Through Dubai REST you can:
- Verify a developer's active RERA license
- Check a project's DLD registration and M-code
- Verify a specific property's title deed and ownership status
- Check service charge rates by building
- View registered transactions in any community
- Verify a broker's RERA registration number
- Register tenancy contracts (Ejari)
